We regularly monitor our progress to check how our policies are being implemented and to measure our performance against targets. This makes us aware of changes that may be necessary when we come to review plans or policies in the future.

Housing Land Supply Reports

These reports collate data on housing land supply in Redditch Borough and include the borough's five year land supply calculation. They record the planning permissions issued for new homes each year and, following comprehensive site visits each spring, calculate the number of homes where development has not started, is under construction, or is a completion. Analysis is included on the type of land where new homes have been built (location, brownfield/greenfield), the size of new dwellings and provision of affordable housing.

2023 Housing Land Availability and 5YLS Report

Five year housing land supply (5YHLS) for Redditch Borough Council (31 March 2023)

The Borough of Redditch Local Plan No.4 became five years old on the 30th January 2022. Based on NPPF para 74 FN39, the 5YHLS is now based on the calculated Local Housing Need, not the housing requirement in the adopted Local Plan. Local Housing Need has been calculated using the Standard Method as set out in the NPPG.

Authority Monitoring Report

The Council has a duty to monitor the effectiveness of the Local Plan and the implementation of planning policies. This is undertaken through the Authority Monitoring Report (AMR) annually.

Strategic Housing Land Availability Assessment (SHLAA)

The SHLAA looks at the housing potential of sites to cover the plan period.

Site information contained in previous iterations of the SHLAA informed the site selection process for the Borough of Redditch Local Plan No.4 (BORLP4) and can be found in the Evidence Base tab under ‘Borough of Redditch Local Plan No.4’.

If a site has been included within the SHLAA please remember that this document is evidence for plan preparation and does not itself, determine whether a site should be allocated for development.  Any planning applications submitted will be judged on their own individual merits against current adopted policies and the inclusion of a site within the SHLAA does not guarantee that permission will be granted.  The document has been used as evidence to inform BORLP4 and will also be used in a similar way to inform any future plan review process.
